How to Unlock the Full Potential of the Low-Income Housing Tax Credit

The Low-Income Housing Tax Credit (LIHTC) is the nation’s most important tool for affordable housing production and preservation. By encouraging private investment, LIHTC has facilitated the construction and preservation of approximately 4 million affordable rental homes since its inception in 1986. The recently enacted reconciliation package, the One Big Beautiful Bill Act, includes critical provisions that enhance LIHTC by expanding federal support for 9% credits and making it easier to use 4% credits.  

Now is the time to build on this momentum by exploring additional reforms to maximize LIHTC’s impact. On October 6, BPC’s Terwilliger Center for Housing Policy will convene a diverse panel of industry experts will discuss LIHTC’s strengths, identify further opportunities for improvement, and highlight bipartisan proposals to make LIHTC even more effective.
